This tool converts total clock hours into credit hour equivalents using the standard VA conversion rates: 37.5 clock hours per credit for undergraduate programs, 25 for graduate, and 30 for vocational and technical programs, following 38 CFR 21.4270. Enter the total clock hours and program length in weeks, and it also computes average weekly clock hours and compares them to the full-time threshold (18 hours per week for undergraduate and vocational, 14 for graduate) to suggest a training time status.

School Certifying Officials use it when certifying non-college-degree (NCD) programs that are approved and measured in clock hours rather than credits. For those programs, training time is driven by scheduled weekly clock hours, and rate of pursuit is generally figured as clock hours divided by 18 (or 22 for programs that include shop practice), so an accurate weekly figure is essential.

Tips: verify the program is actually approved as a clock hour program before converting; use the real scheduled weeks, not the catalog estimate, since the weekly average changes the status; and print the conversion report for the student file so the certified training time is documented.
