Purpose: Calculate the rate of pursuit (enrollment intensity) for students in non-standard term courses to determine their training time certification.

Formula: Rate of pursuit = credits (or equivalent credits for a nonstandard term) divided by the credits your school requires for full-time. For a nonstandard term, VA first converts credits to equivalent credit hours: credits x 18 (semester hours) or x 12 (quarter hours), divided by the whole weeks in the term (38 CFR 21.4272(g)).

About this tool

This calculator determines a student's rate of pursuit by dividing the credits enrolled in a term by the school's full-time credit requirement. Enter the term type, credits enrolled, and full-time standard (14 credits unless your school certifies 12 or 13 as full-time), and it returns the percentage, the training time band (full-time, three-quarter, half-time, less than half-time, or quarter-time or less), and the Chapter 33 monthly housing allowance percentage (prorated by rate of pursuit, rounded to the nearest tenth, and zero at half-time or less), along with certification guidance you can print.

For nonstandard terms it first converts credits to equivalent credit hours using the 38 CFR 21.4272(g) formula. School Certifying Officials rely on rate of pursuit when certifying nonstandard terms, summer sessions, and accelerated courses where the usual credit chart does not apply. It matters most for Post-9/11 GI Bill students: rate of pursuit must be greater than 50 percent for a student to receive any monthly housing allowance, so an add or drop that crosses that line changes the payment outcome.

Practical tips: confirm the official full-time standard in your catalog for the specific level and term length instead of assuming 12 credits; recalculate after every add or drop, since any change in rate of pursuit can change the prorated MHA; and keep a printed copy of the calculation in the student file to support the certified training time.
