Program Overview

The Montgomery GI Bill - Active Duty (MGIB-AD) provides education benefits to veterans and service members who served on active duty. Unlike the Post-9/11 GI Bill, MGIB-AD provides a monthly stipend paid directly to the student rather than paying tuition directly to the school.

Service members must have contributed $100 per month for 12 months($1,200 total) from their military pay to be eligible. This program is older than Chapter 33 and is being phased out in favor of the Post-9/11 GI Bill, but many veterans still use it.

Key Difference: Students receive a fixed monthly payment regardless of tuition costs. This can be advantageous for students attending low-cost institutions or living in low cost-of-living areas.

Eligibility Requirements

Category I (Standard Eligibility)

  • Entered active duty for the first time after June 30, 1985
  • Had military pay reduced by $100 per month for first 12 months of service
  • Continuously served for 3 years, OR 2 years if first tour obligated for less than 3 years
  • Received a high school diploma or equivalency before completing service
  • Received an honorable discharge

Category II (Additional Categories)

  • Entered Selected Reserve within one year of leaving active duty and served 4 years
  • Have remaining entitlement under Vietnam Era GI Bill and served 3 years starting after 1976

Ineligibility Reasons

  • Declined MGIB-AD at time of entry and did not re-enroll
  • Received a commission through a service academy or ROTC scholarship
  • Other than honorable discharge

VASCO Certification Guidelines

Initial Certification

  • 1.Verify student is enrolled and attending classes
  • 2.Confirm program is VA-approved
  • 3.Submit VA Form 22-1999 (enrollment certification) within 30 days of term start
  • 4.Report accurate credit hours and training time
  • 5.Include official program length and expected graduation date

Ongoing Responsibilities

  • Certify each new enrollment period (semester, quarter, etc.)
  • Report changes in credit hours within 30 days
  • Report withdrawals, drops, or terminations immediately
  • Report non-punitive grades (W, I, NP) that may create overpayments
  • Respond to VA compliance surveys within 30 days

Training Time Calculation

Undergraduate Programs (Semester System):

  • • 12+ credits = Full-Time (100%)
  • • 9-11 credits = 3/4 Time (75%)
  • • 6-8 credits = 1/2 Time (50%)
  • • Less than 6 credits = Less than 1/2 Time (actual rate based on credits)

Important: Veterans can make a one-time irrevocable election to switch from Chapter 30 to Chapter 33, but cannot switch back. Many students choose Chapter 30 for lower-cost schools where the fixed payment exceeds actual costs.

Common Issues & Solutions

Issue: Student reports delayed first payment

Cause: Enrollment not certified within 30 days of term start

Solution: Certify enrollment immediately upon student registration. First payment can take 4-6 weeks after certification.

Issue: Student received overpayment notice

Cause: Student dropped courses but VASCO did not report the change

Solution: Report all enrollment changes within 30 days. Monitor student schedules throughout the term, especially during add/drop periods.

Issue: Student confused about benefit amount

Cause: Student expected tuition payment like Chapter 33

Solution: Educate students that Chapter 30 pays them directly, not the school. They are responsible for paying tuition from the monthly stipend.

Issue: Certification rejected by VA

Cause: Program not VA-approved or student exhausted benefits
