B

  • Basic Allowance for Housing

    BAH

    Military housing allowance rate used to calculate Chapter 33 MHA payments. Based on zip code, pay grade (E-5 for students), and whether the service member has dependents. Rates updated annually.

C

  • Certificate of Eligibility

    COE

    Official document from the VA that confirms a student's eligibility for education benefits. The COE specifies the benefit chapter, percentage of eligibility, and available months of entitlement. VASCOs should verify the COE before certifying enrollment.

  • Credit Hours

    Unit of measurement for coursework. Semester hours, quarter hours, and clock hours are different credit systems. VASCOs must accurately report credit hours to determine training time. Conversions: 1 semester hour = 1.5 quarter hours = 15 clock hours (typically).

  • Clock Hours

    Measurement of actual instructional time, typically used for vocational or technical programs. One clock hour equals 60 minutes of instruction. Standard conversion is 15 clock hours = 1 semester hour, though this varies by program type.

  • Compliance Survey

    Periodic review by the VA to ensure schools are properly certifying students and following regulations. Schools must respond within 30 days. Surveys may request enrollment documentation, training time calculations, and certification procedures.

D

  • Delimiting Date

    Final date by which a veteran must use their education benefits. For Chapter 33, no delimiting date for veterans who left active duty on or after January 1, 2013 (Forever GI Bill / Colmery Act of 2017); 15 years from last period of active duty for earlier separations. For Chapter 30, typically 10 years from separation. Extensions may be granted for certain circumstances.

E

  • Enrollment Certification

    The process of officially reporting a student's enrollment status, credit hours, and training time to the VA. VASCOs submit enrollment certifications through Enrollment Manager using VA Form 22-1999 for initial certifications or VA Form 22-1999b for amendments.

  • Entitlement

    The total amount of education benefits a veteran or beneficiary is eligible to receive, typically measured in months. For example, Chapter 33 provides up to 36 months of entitlement. Entitlement is used up based on the student's training time (full-time uses one month per month, half-time uses half a month per month, etc.).

  • Enrollment Manager

    VA Online Certification of Enrollment - the web-based system schools use to submit enrollment certifications to the VA. VASCOs must have authorized access to Enrollment Manager to certify students. Access is granted by the VA's Education Liaison Representatives.

  • Education Liaison Representative

    ELR

    VA regional representatives who serve as the primary contact for schools in their region. ELRs provide training, answer questions, conduct compliance surveys, and grant Enrollment Manager access to VASCOs.

F

  • Full-Time

    Enrollment status based on institutional standards. For undergraduate semester programs, typically 12+ credit hours. For graduate programs, often 9+ credit hours. For clock hour programs, generally 18+ clock hours per week. Full-time status provides maximum benefit payments.

H

  • Half-Time

    Enrollment status representing 50% of full-time enrollment. For undergraduate semester programs, typically 6-8 credit hours. Students receive 50% of the benefit amount and use 0.5 months of entitlement per month enrolled.

I

  • Individual Ready Reserve

    IRR

    Reserve category for members who have fulfilled their drilling obligation but retain reserve status. IRR members do not attend regular drills and are not eligible for Chapter 1606 benefits. Transfer from Selected Reserve to IRR terminates Chapter 1606 eligibility.

  • Initial Active Duty for Training

    IADT

    Period of initial entry training for Reserve and National Guard members, including basic training and job training. Chapter 1606 eligibility requires completion of IADT.

K

  • Kicker

    Additional monthly payment amount for certain service members based on their enlistment contract incentive. Typically applies to Chapter 30 or Chapter 1606. Amount is listed on the COE and added to the standard benefit rate.

L

  • Less than Half-Time

    Enrollment status below 50% of full-time. Payment rates and entitlement usage vary by benefit chapter. Some chapters cap payment at the half-time rate while still charging entitlement based on actual enrollment percentage.

  • Last Date of Attendance

    LDA

    The last date a student participated in academically-related activity. Required when reporting withdrawals or terminations. Used by VA to determine the cutoff for benefits. VASCOs must maintain accurate attendance records.

M

  • Montgomery GI Bill - Active Duty

    MGIB-AD / Chapter 30

    Education benefit for veterans who served on active duty and contributed $1,200 during service. Provides a fixed monthly payment to the student (not the school). Standard rate is $2,210/month for full-time enrollment (2024 rate).

  • Montgomery GI Bill - Selected Reserve

    MGIB-SR / Chapter 1606

    Education benefit for members of the Selected Reserve with a six-year service obligation. Provides $445/month for full-time enrollment (2024 rate). Benefits terminate if member leaves the Selected Reserve.

  • Monthly Housing Allowance

    MHA

    Monthly payment to Chapter 33 students to help cover housing costs while enrolled. Amount is based on the zip code of the school (or student's location if all online) and the DoD Basic Allowance for Housing (BAH) rates for E-5 with dependents.

  • Mitigating Circumstances

    Unexpected circumstances beyond the student's control that prevented course completion (illness, family emergency, military orders, etc.). Students can request debt waiver from the VA by demonstrating mitigating circumstances. VASCOs may be asked to provide documentation.

N

  • Non-Punitive Grade

    Grade assigned for reasons other than academic performance (W for withdrawal, I for incomplete, NP for non-punitive). May result in VA debt if the student did not complete the course. Benefits may be recoverable under mitigating circumstances.

P

  • Post-9/11 GI Bill

    Chapter 33

    Education benefit for veterans who served on active duty after September 10, 2001. Provides tuition payment to schools, Monthly Housing Allowance (MHA) to students, and books stipend. Benefit percentage based on length of active duty service (40%-100%).

  • Punitive Grade

    Grade assigned based on academic performance (F, 0, etc.). Students generally retain VA benefits for courses with punitive grades. The course counts toward entitlement used, and students are responsible for tuition.

  • Program Approval

    VA approval process for educational programs to be eligible for VA benefits. Programs must be listed in WEAMS. Includes approval of degree programs, courses, and institutional compliance with VA standards.

Q

  • Quarter Hours

    Credit hours based on a quarter calendar system (typically four 10-11 week terms per year). 1 semester hour equals 1.5 quarter hours. Less common than semester hours but used at some institutions.

S

  • Survivors' and Dependents' Educational Assistance

    DEA / Chapter 35

    Education benefit for dependents (spouses and children) of veterans who are permanently and totally disabled or who died from service-connected conditions. Provides $1,488/month for full-time enrollment (2024 rate).

  • Semester Hours

    Credit hours based on a semester calendar system (typically fall and spring terms of 15-16 weeks each). Most common credit system at U.S. colleges and universities. One semester hour typically represents one hour of classroom instruction per week.

  • Service-Connected Disability

    Injury or illness incurred or aggravated during military service, with a disability rating assigned by the VA (0%-100%). Required for Chapter 31 eligibility (10%+ rating) and can affect other benefits. Rating determines compensation amount.

  • Selected Reserve

    Members of the Reserve components (Army Reserve, Navy Reserve, Air Force Reserve, Marine Corps Reserve, Coast Guard Reserve, Army National Guard, Air National Guard) who are assigned to a unit and participate in regular drills. Required for Chapter 1606 eligibility.

  • Subsistence Allowance

    Monthly payment to Chapter 31 (VR&E) students to cover living expenses while in training. Amount varies based on training time, number of dependents, and program type. Separate from tuition and fees paid to the school.

  • Satisfactory Progress

    Academic standard requiring students to maintain minimum GPA and completion rate. VA may terminate benefits for students not making satisfactory progress. Schools must report progress issues and may be required to establish remedial plans.

  • State Approving Agency

    SAA

    State-level agency responsible for approving educational programs for VA benefits in their state. Works with schools to ensure programs meet VA standards. VASCOs may work with SAAs for program approval and compliance.

T

  • Training Time

    The percentage of full-time enrollment based on the number of credit hours a student is taking. Categories include Full-Time (100%), Three-Quarter Time (75%), Half-Time (50%), and Less than Half-Time. Training time determines benefit payment amounts and entitlement usage rate.

  • Three-Quarter Time

    Enrollment status representing 75% of full-time enrollment. For undergraduate semester programs, typically 9-11 credit hours. Students receive 75% of the benefit amount and use 0.75 months of entitlement per month enrolled.

  • Tuition Cap

    Maximum amount the VA will pay for tuition and fees under certain benefit programs. For Chapter 33 at private schools and foreign schools, the cap is $28,937.17 per academic year (2024-2025 rate). Public in-state tuition has no cap. Yellow Ribbon can supplement.

  • Transferability

    Option for eligible service members to transfer unused Chapter 33 benefits to spouses or children. Service member must have at least six years of service and agree to serve four additional years. Dependents can use transferred benefits while the service member is still serving or after separation.

  • Tutorial Assistance

    Additional benefit available to eligible students who need extra help with courses. Provides reimbursement for tutoring (up to $100/month, max $1,200/year for Chapter 33). Student submits VA Form 22-1990t. May require VASCO endorsement.

V

  • VA Form 22-1999

    Enrollment Certification form used for initial certifications of student enrollment. Submitted through Enrollment Manager to report a student's enrollment for a new term or program. Must be completed within 30 days of term start.

  • VA Form 22-1999b

    Enrollment Change form used to report amendments to previously certified enrollments. Used for drops, adds, withdrawals, or corrections. Must be submitted within 30 days of the change.

  • VASCO

    Veterans Affairs School Certifying Official - the designated individual at an educational institution responsible for certifying student enrollment to the VA. VASCOs must complete required VA training and maintain access to Enrollment Manager.

  • Veteran Readiness and Employment

    VR&E / Chapter 31

    Employment-focused benefit program for veterans with service-connected disabilities (10%+ rating). Provides education and training to help veterans prepare for suitable employment. Includes tuition, fees, supplies, and subsistence allowance. No tuition cap with VRC approval.

  • Vocational Rehabilitation Counselor

    VRC

    VA counselor who works with Chapter 31 (VR&E) students to develop individualized rehabilitation plans. The VRC must approve all training before VASCOs can certify enrollment. VASCOs should coordinate with VRCs for any changes to the student's plan.

W

  • WEAMS

    WEAMS

    Web Enabled Approval Management System - the VA's database of approved educational programs and institutions. VASCOs can search WEAMS to verify that programs are approved for VA benefits before certifying enrollment.

  • Withdrawal

    Student drops all courses after the term begins. VASCOs must report withdrawals within 30 days, including the last date of attendance. May result in overpayment and debt. Students should consult with VASCO before withdrawing.

Y

  • Yellow Ribbon Program

    Partnership between the VA and participating schools to fund tuition costs that exceed the Chapter 33 private school cap. Schools contribute a specified amount, and the VA matches it dollar-for-dollar. Participation and funding amounts vary by school and program.
