How do I designate a new SCO?
New certifying officials are designated on VA Form 22-8794. Here is how I plan the handoff when a VASCO joins or leaves.
Certifying officials are designated by the school on VA Form 22-8794, Designation of Certifying Official(s), usually signed by the school's authorizing official. Once the designation is processed and the new person has completed training, they can be given Enrollment Manager access.
How I handle a transition
- Submit an updated 22-8794 that adds the new certifying official and removes anyone who is leaving.
- Have the new SCO complete the required training and keep proof on file.
- Before the outgoing SCO leaves, clear open amendments and in-progress certifications, or formally hand them to another designated SCO.
- Walk the new SCO through the student roster, the amendment queue, and any pending SAP appeals.
- Update your office procedures, contact lists, and student-facing instructions with the new name.
If your school has more than one facility code, each one needs a designated certifying official with access to it. One person can hold roles across several facility codes, but each must be listed on the designation. If you are unsure how your campuses are structured, confirm with your ELR.
