Training time rules at a glance
This page pairs a quick calculator with four reference tabs: time categories, unit conversions, rounding rules, and special cases. Enter a student's certifiable credits and your school's full-time load to get a percentage, then use the tabs to check edge cases before you certify. The rules below apply to every certification, whichever tab you have open.
Core rules
- The formula: certifiable credits divided by your school's full-time load for that program level, times 100. For undergraduate credit-hour training, 38 CFR 21.4270(c) sets full-time at 14 semester hours or the equivalent, or 12 to 13 where the school charges full-time tuition at that load. Graduate full-time follows the school's standard.
- For a standard undergraduate semester, the usual bands are 12 or more credits for full-time, 9 to 11 for three-quarter time, 6 to 8 for half-time, and under 6 for less than half-time. Many graduate programs treat 9 credits as full-time, which is why checking a graduate load against the undergraduate chart is such a common error.
- Post-9/11 housing pays only when the rate of pursuit is greater than 50%. A student at exactly half-time gets no housing allowance, and credits above full-time do not raise the payment. VA rounds the Chapter 33 rate of pursuit to the nearest 10% to set the housing allowance; the training time itself is not rounded.
- Measure each course in its own unit. A quarter term is certified in the quarter hours the student is taking, against the school's full-time quarter standard; the 1.5 to 1 ratio is for transfer credit and degree plans. Clock-hour courses use weekly clock hours under 38 CFR 21.4270(a): full-time is 22 hours where shop practice is integral, or 18 hours of net instruction where classroom theory predominates. Never add clock hours and credit hours together.
- Measure each short session by itself. A mini-mester gets its own certification, its own dates, and its own full-time comparison.
- Leave out audited courses and anything outside the approved degree plan, even when the student is paying for it.
Before you submit
Confirm the full-time definition for the program level, check that every course applies to the degree plan, look for nonstandard term dates, and note whether any class meets in person, since a fully online schedule changes the housing rate. If the numbers change after you certify, amend right away rather than waiting for the end of the term.
