Is a drop a school or student debt?
Tuition and fee overpayments from a reduction generally fall to the school. Housing and book stipend overpayments fall to the student.
Under Section 1019 of the Isakson and Roe Act of 2020, schools are generally responsible for tuition and fee debts that result from a student reducing or ending enrollment. The student remains responsible for overpaid Monthly Housing Allowance and books and supplies stipend.
What this means for my office
- Every amendment can have a cost to the school, so the bursar needs to know about tuition debts quickly.
- Timing still matters. The sooner I amend, the less housing allowance overpays to the student.
- I keep the triggering amendment, the VA debt letter, any school invoice, and related correspondence together in one file.
For students who receive a debt letter, I explain their options: repay, set up a payment plan, or request a waiver if they were not at fault. A payment plan does not cost them their future benefits.
