When should I certify enrollment?

Certify once schedules settle and within 30 days of the term start. Here is the timing and pre-submission check I use every term.

Certify each term's enrollment within 30 days of the term start date, and report changes such as drops, adds, and withdrawals within 30 days of the change. In my office, I certify as soon as drop/add settles and I can confirm the student is enrolled in approved, degree-applicable courses. Every day of delay is a day later that the student gets paid.

My pre-submission check

  • The student has a Certificate of Eligibility and the VA file number matches it exactly.
  • The program is approved in WEAMS.
  • Every course is on the student's current degree plan.
  • Term dates match the official academic calendar.
  • Training time is calculated against the correct full-time definition for the program level.
  • No pending drops or adds that would change the numbers.

Initial certifications go in on VA Form 22-1999 through Enrollment Manager, and changes go in as amendments (22-1999b). If a student registered but never attended, do not certify them. If you already did, amend right away.
